our Committee, upon whom is devolved the duty of 
preparing and presenting to the members of this Associa- 
tion a second edition of its roll of Membership, Constitu- 
tion and By-Laws, will be pardoned the pride they have 
in the success of the organization. They feel flattered at 
the many kind words that have been given them, not 
alone by those whose sympathies were with them in darker 
days, but also by the loyal men and women upon the 
other side. Our Association has steadily grown from its 
birth, scarce ten months ago, until now its Veteran and 
Honorary membership has reached more than three hun- 
dred in number. 

Vice-Presidents and branches have been appointed and 
'Nr established in several counties, and we think other coun- 
N iL ties will fall into line as soon as they fully understand how

broad is the basis upon which our organization is rested 
and the advantages obtained over independent County 
Associations in giving aid to the needy Confederate and 
his family. When the good people of our land, regardless 
of section or political affiliation, come to know the stren- 
uous efforts we are making, the end of which is the 
permanent establishment and endowment of a home for 
those who, "from disease, misfortune, or the infirmities of 
age, may become incapable of supporting themselves or 
families," we believe that many a noble and tender heart 
will hear and help us. We appeal to the faithful Confed- 
erate Soldier, his wife, son and daughter, and all others, 
who are eligible, under the Constitution, to become either 
veteran or honorary members, and aid in caring for the 
unfortunate among us, and in keeping green the graves

of the gallant men "who are too soon forgotten "when 
they are gone." 

And while the Master has not been unmindful of His 
Confederate children, and has blessed them in many ways, 
we should not be forgetful of His bounties, but should 
thank Him, "as we turn our eyes Southward, that the 
scene is not of a people conquered and oppressed; of fields 
scourged by the ravages of war; of a country bearing 
upon its breast unsightly scars of that terrible period. 
But we see a land not only at peace, but abounding in 
prosperity, social order restored, and the reign of civil 
law universal." We see also "the soldiers of the North 
and South, who, though in variance for a long while, are 
now at peace, and in hearty loyalty to the United States 
Government, and ready if need be to march shoulder to 



shoulder against any foreign foe. The twenty-six winters 

that have passed since the war, we think, have sufficiently 

cooled the hatreds that once burned Northward and 

Southward to allow the remark that they who fought iu 

that conflict were honest, and it is too much to ask either 

side to believe that those who came out from their homes, 

forsaking father and mother and wife and child, many of 

these never to return, were not in earnest when they put 

their lives into the awful exigency."

ARTICLE I. 

This Association shall be known as the "Confederate 
Veteran Association of Kentucky," with headquarters at 
Lexington, Kentucky. 

ARTICLE II. 

The object of this Association shall be the cultivation 
of social relations among those who were honorably en- 
gaged in the service of the Confederate States of America; 
to preserve the fraternal ties of comradeship; to aid and 
assist those of its members who, from disease, misfortune, 
or the infirmities of age, may become incapable of sup- 
. porting themselves or families; to pay a decent respect to 
the remains and to the memory of those who die, and to 
see that no worthy Confederate shall ever become an 
object of public charity. 



ARTICLE III. 



Sec. 1. Members shall be elected by ballot by the 
Executive Committee, and no one shall be balloted for 
unless recommended by two members of the Association, 
who shall certify, to the best of their belief, to his honor- 
able record in the Confederate service, and that he has 
brought no dishonor on the service since. Any member 
objecting to any person elected by the Executive Com- 
mittee, shall have the right of appeal to the Association, 
the decision of which shall be final. But two members of 
said Committee voting in the negative, the applicant for 
membership shall be rejected. 

article IV. 

Sec. 1. Each member of this Association shall pay an 
initiation fee of five dollars, and the further sum of four

dollars a year as dues, and payable quarterly in advance 
on the first days of January, April, July, and October of 
each year. 

Sec. 2. Any member failing for two consecutive meet- 
ings to pay his dues shall, after due notice from the 
Secretary, be reported as delinquent and stricken from the 
poll: /'rovided, That the Executive Committee shall have 
[tower to remit the dues of any applicant or member when 
they are satisfied that he is unable to pay them.

Oncers. 
Sec. 1. The Officers of this Association shall be a 
President, Vice-President, Secretary, Treasurer, and Ex- 
ecutive Committee, to be composed of the President, Vice- 
President, Secretary, Treasurer, and ten members, who 
shall serve until their successors are elected and qualified; 
all of them may, after the present year, be annually 
elected by ballot on the first Saturday in April of each 
year. A majority of the members of the Executive 
Committee who reside in the city of Lexington, Ken- 
tucky, shall constitute a quorum. The officers shall 
conduct the business of the Association as provided in 
the by-laws. 



Sec. 2. There shall be, in addition to the regular 
officers mentioned in Seel ion [ of Ibis Article, one Vice- 
President from each conn I. y in the State re presented by a 
membership in the Association, and shall be known as 
Second Vice-President of the county so represented, and 
shall be nominated by the President and confirmed by the 
Executive Committee. 

AJRTICLB VI. 

Meetings. 

There shall be two stated meetings of the Association 
annually, to-wit: On the first Saturdays in April and 
October; also such called meetings as may be ordered by 
the President or provided for in the by-laws.

drawn only on the order of the President, Secretary, and

except by motion made in writing at a regular meeting of 
the Association; such motion shall lie over until the next 
stated meeting, when every member entitled to a vote 
shall be notified in writing to attend; and if the proposed 
alteration or amendment shall receive a majority of two- 
thirds of those present, it shall then become a part of 
this Constitution, except as otherwise provided for in 
article XV. 

Sec. 2. The Association shall adopt such by-laws for 
its government as may be deemed necessary, not to conflict 
with the provisions of this Constitution. The influence or 
sympathy of this Association as a body shall never be 
enlisted or used in favor of any political or religious 
organization whatever, nor shall any political or religious 
discussions be permitted in its meetings. 

ARTICLE IX 

This Association shall have power to receive and hold 
any, property, real, personal, or mixed, that may be 
donated by any person for the use of the relief fund or 
for other purposes of the Association. 

ARTICLE X, 

Every member of this Association shall make the fol- 
lowing pledge: 



"I hereby solemnly promise to observe, obey, and 
support the Constitution and By-Laws of the Confederate 
Veteran Association of Kentucky so long as I remain a 
member thereof. I will not divert any of its. funds from 
the legitimate purposes of the Association, nor suffer it to 
be done if I can prevent. 

"I will be a true and faithful comrade to every member 
of the same. 

"I will defend his honor, vindicate his good name, and 
assist his family according to my ability and opportunity, 
so long as the member deports himself as a good citizen, 
and does not forfeit his claim upon the Association by his 
own acts, and in the manner prescribed in the by-la\\>." 

ARTICLE XI. 

Any person, either male or female, whose sympathies 
were with the Southern arms, or the wives or sons or 
daughters of soldiers or sailors who were faithful to the 
Confederate States Government, can become honorary 
members of this Association. 

ARTICLE XII. 

Only persons of good moral character can become hon- 
orary members of this Association, and must be elected

members in the manner provided in Article III of the 
Constitution, upon the payment of a membership fee of 
five dollars. 

ARTICLE XIII. 

No person can ever become an honorary member who 
-was at any time an officer or soldier in either the Army or 
Navy of the Confederate States. 

ARTICLE XIV. 

The insignia of the ladies who become honorary mem- 
bers shall be a design in gold of a Confederate flag in 



enamel colors, which shall bo glvon free, but the male 
members will not be furnished with any insignia, or al- 
lowed to wear any mark of membership, unless otherwise 
ordered by the Assoehu ion or the Executive Committee. 
The Executive Committee have directed that a silver 
button of same design as provided for the ladies be fur- 
nished free to the male members.

No honorary member shall In' allowed to vote upon 
any question, and no section pertaining to honorary mem- 
bers shall ever be altered or amended, except upon seven- 
eighths of the veteran members voting in the affirmative.

record of their proceedings and shall recommend to the 
President any person who, in their judgment, should re- 
ceive aid from the Association, stating in said recommen- 
dation the amount they deem proper to be paid. 

III. 

The President shall draw his check, countersigned by 
the Secretary and Treasurer, in favor of persons recom- 
mended by the Executive Committee in any amount not 
exceeding that recommended. 

IV. 

The Executive Committee may fill all vacancies which 
may occur in their own body by death or resignation. 

V. 
The Secretary shall be charged with the duty of collect- 
ing the moneys due the Association by members, and may 
employ and pay a collector for that purpose. 

VI. 

The Secretary shall report to each stated meeting all 



members in arrears, and members so reported shall be 
dealt with as provided in Section 2, Article 4, of the Con- 
stitution. 

VII. 

Upon the death of any member of the Association, the 
President shall notify all surviving comrades to meet and 
attend the funeral in such a manner as, after consultation; 
with the family and friends, he may deem best. 

VIII. 

The insignia of this Association shall be worn at all 
times, and must be "A circular design five-eighths of an 
inch in diameter, with the medallion head of R. E. Lee 
thereon, surrounded by an enamel belt, on which are ox- 
idized stars; on the reverse, across the center, the owner's 
name, and around the circumference the name of the As- 
ssociation." The badge of the Association shall be fur- 
nished free to each member, to be held by him as long as 
he is in good standing in the Association, subject to recall 
for cause. At a member's death, the badge goes as an 
heirloom to his family.

WAS MARRIED TO MISS LULIE B. ADDAMS, OF CYNTHIANA. ON FEBRUARY 5, 1867. 

WAS FOR MANY YEARS CIRCUIT COURT CLERK OF HARRISON COUNTY, AND WAS 

ELECTED CLERK OF THE COURT OF APPEALS IN AUGUST, 1890, HOLDING THIS 

IMPORTANT OFFICE AT THE TIME OF HIS DEATH, WHICH OCCURRED 

SUDDENLY AT FRANKFORT, KY., ON MARCH 20, 1891. 

HE LEFT THE WIFE AND ONE SON, WOODFORD W. LONGMOOR, JR., BORN 

JANUARY 21, 1871.
